India and Canada strengthen security cooperation amid renewed bilateral engagement

India and Canada have held a fresh round of security discussions as the two countries work to strengthen bilateral engagement following a period of strained relations.

National Security Adviser Ajit Doval held talks with Canadian Prime Minister’s senior adviser David Morrison in New Delhi, with security and law-enforcement cooperation forming a major part of the discussions.

Morrison is visiting India as both countries seek to expand engagement across several areas. The latest security dialogue comes alongside efforts to advance economic ties, including negotiations towards a bilateral trade agreement.

The discussions are significant because security cooperation has been an important and sensitive component of India-Canada relations in recent years. Both countries have been seeking to improve communication between their security and law-enforcement agencies.

Indian concerns regarding activities of pro-Khalistan elements operating from Canadian territory have also featured in the latest engagement, according to reports citing sources familiar with the discussions.

Relations between New Delhi and Ottawa deteriorated sharply after former Canadian Prime Minister Justin Trudeau made allegations in 2023 concerning a possible Indian link to the killing of Hardeep Singh Nijjar in Canada. India rejected the allegation.

The two countries subsequently went through a period of diplomatic tensions, including changes in diplomatic representation. More recently, however, both sides have taken steps towards restoring regular engagement.

Trade negotiations have emerged as another important channel in the renewed relationship. Officials from the two countries have been discussing a proposed economic partnership agreement aimed at expanding bilateral commerce and investment.

The latest security discussions indicate that the relationship is gradually broadening beyond trade and economic issues. Cooperation between security and law-enforcement agencies could become an important element as India and Canada seek to rebuild institutional trust.

Further engagement between officials is expected as both governments work towards strengthening bilateral ties and addressing outstanding concerns through diplomatic channels.
